"Of course, The Institute is heartless, cold and makes us fear of our existence, but we are fragile and made of flesh and blood and we feel. They do not know it, those from the I, but they are the same, made of flesh and blood and fragile soon as we recognize this we will not fear any more and this is the opportunity not to win, but to feel free. We cannot win, because we do not care about  winning, after all...we need the I because it is our opposite and the opposite makes the picture a whole. In a recent report The Institute has praised the new, shabby look of residential areas that has become popular among the cultural elite (they usually move out after a couple of months). The Institute prefers to use spokespersons or figureheads when communicating with the citizens. Celebrities are sought after but even if the spokespersons are not famous, they must have a media appeal, an interesting story to tell and excellent communications skills.
